Jun 25, 2012 · 1% chance to see a blacksmith plan 2% chance to see a legendary 0.12% chance to see a JC plan. Numbers are pulled out of my ass, I know, but it gets the point across. There's so few JC plans to get that it'll seem like they're really rare, when individually they may have the same chance to drop as all the plans and legendaries.

Unfortunately, Blizzard doesn't publish drop-rates for D3, and mods aren't allowed, so that's out too. The good news is that the plans will drop in normal mode (which is how I got mine, after about 10 kills), so it's not too painful to grind. My guess would be that it's around the 10% range, judging from what I've read in all the "Damn you Izual!"
