    The jeweler workshop is infamous for this. Did you try to deconstruct it then construct it somewhere else ? EDIT : I believe the new jeweler dwarf is a vampire. He has a very long list of acquaintances. If I'm right he won't be dying anytime soon. By the time he was blocked in the workshop, a normal dwarf would be hungry and / or thirsty.
